WORKSHOP at RTI (P), THIRUVANANTHAPURAM

A five day Workshop on “Disciplinary Procedures and Departmental Inquiries” was launched today at the Regional Training Institute Thiruvananthapuram today. Dr. Rafeeq Masoodi, DDG inaugurated the
same at 10 am. Sri.P.Gopakumar former AO, AG’s Office Thiruvananthapuram who is the Course Coordinator and Sri.S.Radhakrishnan, PEX, AIR, Thiruvananthapuram participated in the meeting. 18 employees belonging to the cadres of LDC, UDC, Head Clerk etc. belonging to All India Radio and Door Darshan turned up from various corners of South India to gather in-depth knowledge on the topic of Departmental Inquiries. It is noteworthy that 7 out of the 18 candidates present are women – the fact that adds charm to the effort of Prasar Bharati to improve Women’s participation and Women empowerment.
                      Inaugurating the Workshop Dr. Rafeeq Masoodi, DDG told that the understanding, interpretation and application of Conduct Rules demand the subtle attention of each and every member of Staff. He reminded that Inquiry is not a punishment. The society demands that those who have done anything to break its harmony and rhythm need to be corrected. Disciplinary procedures and departmental inquiries are just the stepping stones towards either giving proper guidance to a social being or offering a soothing hand to a poor being who has been framed wrongly. Either way, inquiry becomes inevitable when the occurrence of an unwelcome gesture is reported.
This was followed by a session on ‘Conduct Rules and its Application’ by Sri. Gopakumar, the Course Coordinator. The class was dispersed at 01.00pm for lunch. Dr. Rafeeq Masoodi addressed the gathering again in the afternoon with his mind blowing session on “Mis-conduct and Remedial Action”. On Tuesday the 21st of May, Sri. V.Pushparajan Nair, Senior A.O, Door Darshan Kendra, Thiruvananthapuram will address the participants on the topic “Law of Suspension, Review and Grant of Subsistence Allowance”.
The third day will be enriched with the presentation of the topic “Framing and Issue of Charge Sheet for Major and Minor Penalties” (Lecture + Exercise)’ by Adv.B.Jayachandran.Sri. C. Radhakrishna Pillai, former Sr.A.O, DDK, Thiruvananthapuram, will address the gathering on Thursday on the topic “Roles and
Responsibilities of Enquiring Officer and Presenting Officer”. Friday the 25th which is the final day of the Workshop will witness another session by Dr. Rafeeq Masoodi, DDG on “Holding of Departmental
Inquiries”.A wide variety of topics such as “Disciplinary Authority – Appointment of Inquiry Officer and Presenting Officer, Ad-hoc Disciplinary Authority, Various Stages in Major/Minor Penalties, Writing of Inquiry Reports, Action on Inquiry Report and imposition of Penalty, Holding of Departmental Inquiries, etc. will be discussed in detail by Sri. P.Gopakumar, the Course Coordinator. There will be Case studies, Mock Exercises and Practical sessions too.
The Workshop will come to a befitting of winding up on the afternoon of Friday the 25th, with the aledictory address delivered by Dr.Rafeeq Masoodi, DDG, RTI, Thiruvananthapuram.
