Broadcasting is key communication medium in emergencies - ITU

ITU Report to highlight role of terrestrial radio and TV in disseminating critical information

Geneva, 29 November 2013 – ITU held a Workshop on Emergency Broadcasting to highlight the importance of international cooperation needed to enhance the reach of broadcasting in emergency situations, such as in the Philippines, which was recently devastated by Typhoon Haiyan and the cyclones that have battered the coastal districts of eastern India.
A new ITU Report on Emergency Broadcasting on the essential role of terrestrial radio and television broadcasting will be finalized by April 2014 and made available online free of charge. The Report will be compiled by co-Rapporteurs to Study Group 6, Lynn Claudy (National Association of Broadcasters, USA) and Gary Stanley (Babcock International Group, U.K.).
“Emergency broadcasting plays a critical role in the rapid dissemination of information to the public, and is a key element in helping save lives in the aftermath of natural disasters,” said ITU Secretary-General Hamadoun I. Touré. “The ITU Report on Emergency Broadcasting will provide broadcasters, first responders and the general public important information on how to prepare for natural disasters and their aftermath.”
For many decades, radio and television broadcasters have been the primary source of critical information to the public in the event of disasters such as tornadoes, hurricanes, floods, snowstorms, earthquakes, tsunamis, and even terrorist attacks and industrial catastrophes. Due to their wide coverage, broadcasting services are more likely to survive such events than other communication networks.
Radio and television broadcasting provides reliable point-to-multipoint delivery of essential information and safety advice to the public as well as to first responders and others via widely available consumer receivers, both mobile and fixed. Even in cases where electricity and mobile-phone base stations are no longer available, reception of broadcast signals is still possible with battery-operated receivers in cars and in hand-held devices such as mobile phones equipped with a radio or TV receiver.
“With the number of natural disasters and other large-scale emergency situations on the rise around the world, as we have seen with the devastation caused by the recent Typhoon Haiyan, it is absolutely essential that the public is provided the necessary emergency information quickly, comprehensively and accurately,” said Christoph Dosch, Chairman of ITU-R Study Group 6 (Broadcasting service). “Terrestrial television and radio broadcasters provide the fastest, reliable and most effective means of delivering information to the public in these critical situations.”

Prasar Bharati chose not to telecast Sachin’s last test citing a legal scruple. It’s time we take bold steps to ensure such painful decisions are avoided in future.

The non-coverage of the last historic test match of Sachin Tendulkar by Doordarshan entailed numerous explanations by Information and Broadcasting Ministry. Prasar Bharati on its part, painfully chose not to telecast the mega event for an unsupportive legal provision that financially favours the content right holders telecasting such sports events. Every household watched the match of  Bharat Ratna Sachin Tendulkar with nostalgia and gratitude since the most respected cricketer decided to draw curtains on his test cricket and relished the visual treat gratefully acknowledging ‘Sachin the Legend’ in great measure.

The Sports Broadcasting (Mandatory Sharing with Prasar Bharati) Act, 2007 mandates all right holders telecasting or broadcasting through Radio to share such signals without any advertisement to enable Prasar Bharati to re-transmit on its terrestrial and Direct to Home Networks. During the ICC Championship Trophy, ESPN as content right holder had offered to share the live signals along with commercials embedded by ICC already. Prasar Bharati insisted on clean feed and chose to telecast the event without any commercials that resulted in average of TRP of DD National soaring all time higher than other telecasting channels for all five matches proving that people of India preferred matches without intervening commercials. High Court of Delhi decided the issue in favour of the Public Broadcaster. After a series of discussions, marketing inputs and considering the dynamic changes in technology, Prasar Bharati decided to alter the proposed amendment by withdrawing the issue of revenue sharing substituted by a very minor alteration in the Act for the mode of transmission and platform which would enable Prasar Bharati telecast the sporting events of national importance on the dedicated free-to-air channel of Doordarshan, DD Sports, where the opportunity costs were minimal. Amendments proposed to Sports Broadcasting Act, 2007 basically focussed on the revenue sharing with the rights holders from existing ratio of 75-25 to 40-60 in favour of Prasar Bharati. Ever since the Sports Act, 2007 was notified, Doordarshan has been telecasting sports events of national importance on its DD National terrestrial channel and free-to-air DTH network in compliance of Sports Act. In all, 43 events have been telecast under the Act till November 2013. In 18 events, Doordarshan suffered total loss where even the amount quoted by the revenue management company, viz., the highest bidder out of Prasar Bharati and the content right holder was not enough to meet the opportunity cost (monetary value of advertisement revenue on normal programme) and in 25 events Doordarshan suffered loss where even the opportunity cost was not realised. Doordarshan had no choice but to undertake these telecasts as it is mandated to comply with the Act. The revenue share of 25 per cent to which Prasar Bharati is entitled has been way below its financial obligations resulting outright loss. It is time to stop lacerating incursions by commercial interests and amend mandatory sharing of sports broadcasting signals with Prasar Bharati Act to avoid any further financial bleeding by the public broadcaster….

Journalist B.G. Verghese has called for the country’s public broadcaster, Prasar Bharati, to be strengthened and granted greater autonomy.
He was speaking at a national conference on media ethics and social responsibility conducted by the communications department of St. Joseph’s College here on Friday.
Criticising mainstream journalism outlets for the extent to which they have compromised their editorial content to favour market forces, he said that editors have become “an unnecessary nuisance” in an environment where owners and advertisers provide colour to events. Mr. Verghese, however, differed from many commentators on the subject of social media as a truly democratic alternative to a profit driven media.
Referring to the role played by social media in stoking the recent riots at Muzaffarnagar and the exodus from Bangalore of people from the Northeast India last year, he said that the anarchy and the lack of accountability that defines social media makes it unsustainable as a credible news outlet.
It was against this backdrop that he said that Prasar Bharati is one of the last media outlets that can perform the public interest function of journalism.
He conceded that there is severe government interference in the functioning of the public broadcaster, but said that this problem could easily be overcome by placing certain safeguards that ensure autonomy. “Prasar Bharati has long been a trumpet of the government. But it need not be like that. The Supreme Court too enjoys great autonomy despite being closely linked to the government,” he said.
Earlier, the former Chief Justice M.N. Venkatachaliah said that technology in the 21st century will play a crucial role in enabling a truly free press that is not informed by petty commercial and political concerns.
Head of the Department of Communication of the St. Joseph’s College Francis Arackal expressed dismay at the fact that Tarun Tejpal had taken Tehelka down with him.
The Hindu Education Plus was the official media partner of the conference.

आकाशवाणी ग्वालियर में कार्यक्रम अधिकारी के पद पर कार्यरत श्रीमती अन्नपूर्णा तोमर इस माह सेवानिवृत्त हो गयी है ।
16 फरवरी 1977 में प्रसारण अधिकारी के रूप में आकाशवाणी ग्वालियर में पदस्थ होने वाली श्रीमती तोमर 1988 में यूपीएसएसी से कार्यक्रम अधिकारी के रूप में चयनित हुई थी । कार्यक्रम अधिकारी के रूप् में आपने शिवपुरी में कार्यभार ग्रहण किया था । इसके बाद आप ग्वालियर आयी और यहॉं पर कार्यक्रम प्रमुख भी रही है । 
श्रीमती अन्नपूर्णा तोमर के द्वारा बनाये गये कार्यक्रम संगिनि घर घर की और जिंदगी जिंदाबाद बेहद सराहे गये हैं ।
श्रीमती तोमर 90 के दशक से एड्स अवेयरनेस पर उनके द्वारा बनाए गए कार्यक्रमों से सुर्खियों में आयी थी और उन्होने इस पर अत्यधिक कार्य किया है ।
बीए आनर्स और इंगलिश लिटरेचर में एम ए करने वाली श्रीमती तोमर द्वारा ग्रुप ​डिस्कशन और महिलाओं पर बनाए कार्यक्रम भी बेहद लोक​प्रिय रहे हैं ।
इनकी सेवानिवृत्ति पर प्रसार भारती परिवार की ओर से हार्दिक शुभकामनायें...

SEND OFF TO SRI M. JAYARAM UDC AIR Manglore


"Hard work and kindness will definitely up bring a person and evolve the personality" said Dr. Vasanthkumar Perla, Asstt. Director(Programme), AIR, Mangalore.  He was speaking in the farewell function of Mr. M. Jayaram, an Upper Division Clerk at AIR, Mangalore.  Sri Jayaram has worked in different sections and at Brahmavar, transmitting centre of AIR, Mangalore also and gained lot experience.  Through his vast experience and talent he  contributed to the station, he said.

Sri K.H. Ravikumar, Secretary of the recreation club welcomed the gathering.  Sri K. Ashok,  Dr. Sharabhendra Swamy,  Smt. Concepta Fernandis,  Sri K. R. Kumar,  Dr. Sadananda Perla, Sri Naveenkumar Kadri etc., spoke on the occasion. 

Sri M.Jayaram spoke on this occasion and said, the 37 years of service in All India Radio, Mangalore, is a sweet memory and it will pull-on the entire life and thanked all the colleagues for their co-operation during his service.  Sri M.Jayaram was honoured with a garland on this occasion.  Sri K. Sadashiva Shetty gave vote of thanks.

अन्तर्राष्ट्रीय फिल्म समारोह का आंखों देखा हाल सुनाएगे श्री अनिल श्रीवास्तव...

पणजी गोवा में चल रहे 44 वें “अन्तर्राष्ट्रीय फिल्म समारोह” के अंतर्गत आगामी 30 नवम्बर, 2013 (शनिवार) का समापन समारोह आयोजित किया जा रहा है। इस समारोह का प्रसारण आकाशवाणी द्वारा राष्ट्रीय हुक-अप (राष्ट्रीय स्तर) पर किया जाएगा। समापन समारोह का आंखों देखा हाल हिन्दी में सुनाने के लिए  आकाशवाणी भोपाल के को-ऑर्डिनेटर (समन्वयक) श्री ए.के. श्रीवास्तव एक बार पुनः गोवा जा रहे है।
    उल्लेखनीय है कि श्री ए.के. श्रीवास्तव इसके पूर्व भी इस समारोह के साथ-साथ आकाशवाणी से अन्य महत्वपूर्ण आयोजनों का हिन्दी में आंखों देखा हाल कई बार सुना चुके हैं। जानकारी सहयोग श्री राजीव व श्री अनिल श्रीवास्तव.

In our Department there are employees who are not only good at work but contribute vigorously for the society. Their active role to help needy persons in society have made them passionate. Social work requires, more than academic qualifications, a firm commitment and a desire to help.

It is not possible for the Government to reach out to every person who needs help.Social service is based on the ideal of brotherhood of man. It is a natural impulse to help men in distress. It is a noble impulse. It cannot be rendered without an element of Self-Sacrifice. One has to spend time and energy for it. Nowadays man is concerned only about his own welfare.Obligations, noble thoughts, duties towards society have been pushed to the background as the centre-stage is occupied by a rat-race for materialistic trifles.

Prasar Bharati Blog decided to bring such efforts and employees in lime light who influence us to do  something for society.

One of our staff member, at All India Radio Pune, Shri Vijay Haribhau Sonawane,working as a Technician is participating in number of community activities. 

An expert in Air conditioning systems, whose interventions have saved significant departmental money is equally passionate on social front.










  • He has organized more than 25 blood donation camps. Since 1998 he is involved in the activity of blood donation camp. 
  • He himself has donated blood 62 times and having the list of more than 500 blood donors in Pune which can be useful in emergency.
  • He has taken initiative for Pollution free Ganapati immersion, in Ganapati festival. 
  • Celebration of World White Cane Day by distributing White canes to blind people
  • Organizing heath check camps for staff
  • Netra Tarpan camps
  • Traffic safety awareness drive etc. 

We salute his efforts and commitments for social cause.

Wish U Happy Retired Life Dr. Suniti Devi!

Dr. Suniti Devi, Programme Executive, DDK, Bhubaneswar will retire from Government Service on superannuation w.e.f. 30.11.2013. She has joined AIR on 13.09.1982 and served at AIR  Jeypore, Sambalpur & Cuttack Doordarshan : Sambalpur, Bhawanipatna & Bhubaneswar 

Joined as an Assistant Editor at All India Radio, Jeypore on 13.09.1982, Dr. Suniti Devi promoted to Programme Executive in the year 1995 and joined Doordarshan Kendra, Sambalpur. She got transferred to DDK, Bhubaneswar in the year 2004 . In her chequered career of more than thirty years, she has scripted, produced and directed hundreds of documentaries, children plays, poems, musical features, plays, dramas and skits for All India Radio & Doordarshan. 

Dr. Suniti Devi has received 11 National and 2 International Awards for production of high quality programmes that includes DD Annual Awards, DD Zonal Awards, Best Women Producer of Doordarshan, Public Service Broadcasting Award and Gandhian Award as a Co-producer.

Dr. Suniti Devi is a well known writer in Odia Literature. She has written and published a no. of story books and novels. Since 1975, she is a regular writer of short stories and has written more than 300 stories which have been published in leading Magazines/ Newspapers of Odisha. She got her Ph.D. in the year 2006. She has received a no. of Literary Awards from different organisation of Odisha. One of her story is included at +2 level Basic Science Syllabus of Utkal University.
