NGO to launch community radio for Rameswaram fishermen



An NGO will launch a community radio for the fisher folk in Rameswaram. The NGO, Nesakarangal Trust, plans to launch the community radio -- Kadalosai 90.4 FM -- on April 14. It would be a typical FM radio packed with lifesaving information and entertainment, said Armstrong Fernando, president of Nesakarangal Trust. The NGO, which works among fishermen, has obtained licence from the central government to launch the community radio. The radio station will be manned by local youth from fishermen community with a couple of volunteers being trained by experts. The content of the programme will include both entertainment as well as vital information for fishing community -- weather, fish movement, state and central government schemes to fishermen community, job opportunities and entrepreneurship guidance.

The community radio will also broadcast programmes on marine ecology of the Gulf of Mannar and the Palk Strait sensitising farmers about the endangered marine species, conservation effects. "It will be a proper FM channel with more information on fisheries. There will be weather forecast every one hour and live-programme of families interacting with fishermen at sea," Armstrong said. The NGO will seek the expertise from meteorological department and Indian National Centre for Ocean Information Sciences (INCOIS) in ocean forecasting. In the past, fishermen used to carry radio sets when they go for fishing. Now, they use their mobile phones for entertainment. Weather announcement is going to be most vital for them. "After we go for fishing, weather forecast might change suddenly and there will be no way of getting the information. Radio is useful tool in such case. Moreover, when a fishing boat strands mid-sea and fails to return shore, SOS could be sent via radio station to other boats in the vicinity," said secretary of Erwadi Mechanised Boat Fishermen Association A Gunasekaran.

Mridangam artiste Harimohanan finds place in Limca book

Renowed mridangam artiste Harimohanan of Kerala finds a place in the Limca Books of Records (LBR) for developing Carnatic musical taal with 13-1/2 beats named as Sivapalathalam. Talking to reporters here today, Harimohanan and others said with this, his innovation has been enlisted in the LBR as a national record. According to a communication received from LBR, Kamal Sadan Harimohanan, an award winning mridangam artiste from Kannur, Kearla has developed a complicated taal, with 13-1/2 beats which he has named Sivapalathalam, after his father Nandan Sivapalan. This has been endorsed by some of the maestros of the music fraternity as a new innovation in Carnatic music, it added. Stating he was getting accolades from different places for the innovation, they said many people were foraying to his place to know and learn about the new taala, they added. Sh. Mihir Mukherjee , EA of AIR Kolkata retires on 31/03/2016

Sh. Mihir Mukherjee , Engineering Assistant of All India Radio Kolkata retires today i,e on 31/03/2016 after serving almost 39 years in All India Radio and Doordarshan. Sh. Mukherjee joined at AIR, Kolkata as Technician on 19/07/1977 and worked in various capacities at many stations in East Zone and North- East Zone. Prasar Bharati Parivar will remember his remarkable contributions for ever. We all wish him Happy, Peaceful, Healthy and Long retired life.

Honorarium



Prasar Bharati communication dated 31.03.2015 states - As per F.R.S.R. Part I of Government of India’s rule F.R. 46(b), “ The central Government my grant or permit a Government Servant to receive an honorarium as remuneration for work which is occasional or intermittent in character and either so laborious or of such special merit as to justify a special reward. Except when special reasons which should be recorded in writing, exists for a departure from this provision, sanction to the grant of acceptance of an honorarium should not be given unless the work has been undertaken with the prior consent of the central government and it’s amount has been settled in advance”
It has been observed that none of the honorarium proposals are presently fulfilling the provisions laid down in the rules especially with regard to (i) Identification of work to be undertaken with prior consent and (ii) fixing of amount to be settled in advance.

Resultant to avoid any subjectivity in the matter and discontentment among staff (as no transparent process for payment of honorarium is being followed), it has been decided that no honorarium would be permissible to any employee….

It is sad that this vexatious issue was timed and raised on the last day of the Financial Year, so that a ‘Yes’ could be extracted and a ‘No’ could be agitated upon.
DD claims to have gone through a thorough procedure to locate just 150 persons, but did DD take the permission of Finance or Prasar Bharati before embarking on this exercise four months ago? 
Justice demands other Verticals should have also been given the same opportunity. Were they given?
There have been repeated pressure in AIR HQ and in PB HQ to select “just a few” officials for Honorarium, but we have felt that this would create more heartburns.   We must remember that this is an organization of 30 thousand officers and 20 thousand non-government employees and not just a handful of officers and staff that they see every morning in the HQ. 
  
Why the Regional, Zonal and Stations/Kendras have been left out from the ambit of Honorarium? This has been PB’s worst performance with the lowest revenue, crashed TRPs and compulsory losses on every serial.  Would it give a fair public impression if selective rewards are given this year so that some officers can become popular?

As you are aware, Rs.370 cr. of our hard earned funds have been withheld by the Finance Ministry even after Secretary (I&B) has tried his best on the fissiparous ground that a tiny of 1% may have been spent on “Non-Salary Expenditure”.  Did we obtain AS & FA’s approval before making another expenditure from the Salary Budget that is bound to be questioned by I&B or Finance Ministry?...

Veteran playback singer P. Susheela enters Guinness World Records

'The queen of melodies' has been officially credited by Guinness Book of Records for singing 17, 695 songs in 12 Indian languages.Renowned playback singer P. Susheela Mohan, who has won many awards and earned accolades in a career spanning five decades, has added two more to her awards cabinet.She has now been recognised by both the Guinness Book of World Records and Asia Book of Records for singing most number of songs in Indian languages. The usually reticent singer met journalists in Chennai on Tuesday to celebrate her new award. While Guinness Book of Records has officially credited her for singing 17, 695 songs (solo, duet and chorus backed songs) in twelve Indian languages, Asia Book of Records has recognised her for singing close to 17, 330 songs. Speaking about the awards, P. Susheela reminded everyone present that the adjudicators had only considered songs she had song from 1960s.

“Please remember that I started singing from 1951,” she said. None of this would have been possible without the work of her fans, who, by setting up psusheela.org, painstakingly catalogued the songs that she has sung over the last few decades and sent it to the adjudicators of the award. Reflecting on the recognition, the singer said that she views it as an acknowledgement of her hard work. “There is a lot of hard work that has gone behind this achievement. Today, with so many television channels and newspapers, a talented singer can shine through quickly. But when I was singing, it was very slow and I had work my way up , step by step,” she said. Crediting her husband for her success, she said that her husband, a doctor, was a corner stone in her life. “He fell in love with my voice and sacrificed his life so that I have a great career in playback singing,” she said. She was candid in her response when asked why she had never considered a career in acting. “I was offered a chance to act by several directors, but I refused saying that I wouldn’t want to act even if I was paid a crore,” she said, adding, “My heart was in music.” When asked why she is not singing anymore, the singer said that she would love to sing in movies if someone offered a good song. When she was nudged by journalists to sing her favourite song, she ended the press conference by singing Ennai pada sonnal, enna paada thondrum from Pudhiya Paravai, a hit song of 1964.

EC seeks support from Ham radio operators


The Election Commission of India (ECI) has sought support from Ham radio operators, who were applauded for their service during the earthquake in Nepal, in the upcoming Assembly elections in Bengal. Amateur operators with high frequency radios will provide communications support to EC officials in areas with negligible or zero mobile telephone network. In a letter to Ambarish Nag Biswas, secretary of West Bengal Radio Club (Amateur), the poll panel has asked for support during the six-phase polls in Bengal, starting from April 4. Ham radio operators will use their radio transmitters to create a line of communications, helping poll officials, poll observers and the central forces to keep in touch with each other, an EC official said.

Nag Biswas received a letter from the District Election Officer of North 24 Parganas, under orders from ECI, asking for communications support using Ham radio in "mobile shadow zones”. These zones are communication blind spots, not covered by any cellular network tower. While the initial request is for polling on April 25 at North 24 Parganas, Nag Biswas said that he expects further requests to come in from other districts. On April 25, Ham radio operators will set up a communications network, connecting 24 constituencies that fall under "mobile shadow” zones. "We’ve received a request to cover the blind spots in mobile telephony at 24 constituencies in North 24 Parganas,” Nag Biswas said. The job of Ham radio operators will be to provide minute-by-minute information to the sector electoral office and district magistrate on incidents of violence and other untoward occurrences. "We’ll also acquire data on poll percentage, EVM malfunction and such incidents at booths from polling staff and send forward updates to officials concerned,” he said. 
Nag Biswas added that before they are sent to these areas, EC will impart them with training as it is done for other polling staff. They will be reaching the constituencies two days in advance to set up their devices, batteries, and transmitters, necessary to have a workable network.

Bhaderwah radio station being upgraded following Dr Jitendra’s intervention

Following the intervention of Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh, who is also Member of Parliament from Udhampur-Kathua-Doda Lok Sabha constituency, Bhaderwah radio station will soon be upgraded with a longer reach and clearer audibility.

This was disclosed here today by Director General Prasar Bharti, Fayyaz Sheheryar, who called on Dr Jitendra Singh to give him a brief about All India Radio’s expansion plans in the State of Jammu & Kashmir. He said, a few days back, Dr. Jitendra Singh had proposed upgradation of Bhaderwah radio station and it has been promptly followed up. Sheheryar said, under the special scheme of expansion of All India Radio network in India, Udhampur will soon have a radio station of its own. The district administration of Udhampur has already identified land for the purpose and the land acquisition process will begin soon, he added.

Dr Jitendra Singh complimented Fayyaz Sheheryar for taking personal interest and responding positively to each of the proposals sent to him. He said, there had been a long pending demand about signal not being adequate from Bhaderwah Radio Station but, with the latest upgradation, the signal will not only be clear and loud but it will also be uniform without any break. A representation to this effect had also been made to him by MLA Bhaderwah Dalip Singh Parhar, he recalled. Similarly, Dr. Jitendra Singh said, Udhampur, though being an Army headquarter, was receptive to signals from Radio Pakistan but the All India Radio signals were not optimally available. With the setting up of new radio station, this anomaly will also be overcome, he added. Referring to 11 FM radio channels allotted for Kathua, Bhaderwah and Poonch regions, Dr Jitendra Singh said, the process is taking some time because it has to be accomplished through bidding in the second phase.

Notwithstanding the mushrooming of television channels, Dr. Jitendra Singh said, radio still carried a huge relevance for far-flung areas in Jammu & Kashmir including Udhampur, Kathua and Doda where, in certain places, television viewership was not possible, either due to lack of provision or due to lack of electric power supply.

Sri Prafulla Kumar Mitra, Music Composer retiring on attaining the age of superannuation on 31st March, 2016.

Sh Prafulla Kumar Mitra, Music Composer joined at AIR, Jeypore (Koraput) on 31st October, 1995. Later he got transferred to AIR, Sambalpur in the year 2003. Before joining AIR, Sri Mitra acquired Sangeet Prabhakar and Sangeet Natraj degree in music. He also learnt the nuances of music from Guru Pt.Damodar Hota, Dr.Mohan Charan Senapati and Ashalata Satpathy. A Top Grade Music Composer in Light Music and Grade-II Music Composer in Folk Music during his 21 years of service has scored music for hundreds and thousands of Radio programmes which have not only enthralled the audience but also won accolades both at national and international level. The following programmes are testimony of his outstanding contribution for AIR, Jeypore/Sambalpur in particular and the organization as a whole.

Sh P.K.Sibil, AO is retiring on attaining the age of superannuation on 31st March, 2016.

Sh P.K.Sibil, presently working as Administrative Officer had joined AIR, Sambalpur on 05/05/1977 to the post of LDC. With the passage of time, he climbed up steps after steps in the hierarchy and became Administrative Officer at the station where he had begun his service. During his 39 years of service career he served many stations of AIR and DDK in the state in capacities like UDC & Accountant. He is a sober, soft spoken and hard working person. A silent but sincere worker having cool temperament is much admired by his colleagues.

Efforts to strengthen DD, AIR in remote areas: Prasar Bharti

Prasar Bharti Chairman A Surya Prakash today said AIR and Doordarshan networks would be strengthened in border and remote areas as the medium caters to larger national interest. 

Delivering a lecture on 'Media in India-Challenges Ahead' at Himachal Pradesh University here, Prakash said people were turning back to AIR and Doordarshan due to its proven authenticity and credibility. 

He said efforts are a foot to improve the quality of programmes of AIR and Doordarshan and stressed that there were three major points of differences between national broadcaster and private channels. 

"Doordarshan and AIR have national responsibility of catering to interest of the weaker sections of the society and for this reason, different campaigns are launched by the government," he said. 

He cited programmes like Swachh Bharat Abhiyan and Pulse Polio Campaign and said that the literacy rate of the country was going up and accordingly the circulation of newspapers and audience of AIR and DD are also increasing. 

Dismissing the notion of a threat to print media from electronic media, the Prasar Bharti Chairman said these would continue to grow for next two generations.

My Retired Life: प्रसारण और रंगमंच के सिद्ध हस्त कलाकार : अनिल मेहरोत्रा

आकाशवाणी-दूरदर्शन में प्रतिभाशाली लोगों का शुरू से ही समय -समय पर अद्वितीय संगम होता रहा है ।उन्हें उनकी योग्यता और प्रतिभा के बल पर प्रवेश मिला और उन्होंने अपनी सेवाकाल में ही नहीं बल्कि उसके बाद ताउम्र संगठन और समाज को अपनी सेवाएँ दी हैं ।ऐसे ही हैं बहुमुखी प्रतिभा के धनी श्री अनिल मेहरोत्रा जिन्होंने रंगमंच और प्रसारण दोनों विधाओं को अपनी उत्कृष्ट सेवाएँ दी हैं ।2 फरवरी 1954 को लखनऊ के एक प्रतिष्ठित परिवार में जन्मे अनिल मेहरोत्रा ने क्वींस कालेज लखनऊ से 1967 में हाईस्कूल तथा 1969 में इंटरमीडिएट और 1972 में जयनारायण डिग्री कालेज लखनऊ से स्नातक परीक्षा उत्तीर्ण की ।मई 1975 में आकाशवाणी गोरखपुर से एक उदघोषक के रूप में इन्होंने अपनी प्रसारण जगत की सेवा यात्रा शुरू की ।विद्यार्थी जीवन से ही रंगमंच की अग्रणी संस्था "दर्पण"से जुड़े अनिल जी आज भी रंगमंच पर सक्रिय हैं।सेवाकाल में ही गोरखपुर विश्वविद्यालय(अब दीनदयाल उपाध्याय गोरखपुर विश्वविद्यालय) से इन्होंने हिन्दी में एम० ए० किया ।वर्ष 1979 की 27 जनवरी को इनका विवाह हुआ ।

आकाशवाणी गोरखपुर में ही समाचार वाचक के रूप में इन्होंने प्रसारण की दुनियां में अपनी दूसरी पारी की शुरुआत की ।अपनी दमदार आवाज़ और कैचिंग प्रेजेंटेशन के चलते एक लोकप्रिय उदघोषक और फिर समाचार वाचक के रूप में अपनी सेवाएँ देते हुए अनिल मेहरोत्रा 28 फरवरी 2014 को आकाशवाणी गोरखपुर से सेवानिवृत्त हुए ।रिटायरमेंट के बाद लखनऊ में इन्होंने अपना स्थाई आवास बनाया है और इनकी रंगयात्रा अभी भी जारी है ।ब्लॉग लेखक को भी अनिल जी के साथ अपनी गोरखपुर पोस्टिंग के दौरान उनका रचनात्मक सहयोग मिलता रहा है ।

"Whatever I am today is because of Doordarshan,” Penaz Masani.

Ghazal singer Penaz Masani on the changing music scene and helping youngsters appreciate ghazals. “Ghazals are about nazhakhat (being delicate and graceful). Except while singing ghazals, I am a non- nazhakhat person in all my other interests. I like my chai, malai maarke ,” laughs Penaz Masani. It is a scenic, rocky view from her room at hotel Daspalla at Kavuri Hills where she is preparing tea.
The ghazal singer is struck at how Hyderabad has changed since her last visit. “I must have come here eight years ago. I have been touring and travelling to other cities in India and aboard. Sometimes, it is nice to give the city a break. I would perform at Secunderabad Club, Nizam Club, Shilparamam and at Golconda festival. I was confused when I came in the morning. Nothing seems to be the same anymore. The foot over bridges have given the city a new look; the change is welcome,” she avers.

More than two decades
In a career spanning two-and-half decades, Penaz has carved a niche for herself in ghazal singing. She has been able to hold her sway with a cheerful personality, her voice and the Urdu diction. “I started singing in ’81 and God has been very kind to me. My guru and driving force Maharani ji is now my family because I’ve lost both my parents. Whatever I am today is because of her,” she states. She is practical and realistic when she talks about the present-day ghazal scene. “Eighties were the best time for ghazals because it was new and happening. One could spot men and women dressed elegantly in the shows. Women in their chiffon saris and pearl and diamond necklaces wanted to be seen in this so-called upmarket form of music. The crowd enjoyed the music and samajh mein aaye ya nahin , they said ‘wah wah’ (Whether people understood the words or not, they would appreciate the songs),” she smiles and adds, “The ’90s were cool but then things changed in the late ’90s. Pop music and different forms of music entered our lives. The masses moved away from ghazal. There is a section of people, who have always loved ghazals and will continue to do so. Ghazals have come back in the form of Sufi music and good poetry.” In the age of instant nirvana, where digitalisation has impacted music sensibilities, Penaz observes the trends have no effect on one’s core. “To say that ‘Ghazal gaayki is gone’ is absolute blasphemy. Music tastes have always changed. There was one time when music lovers said ‘pop, pop, pop’. Now, that pop has gone. Ghazal is one of the important threads of a garment. It is in our culture. Be it ghazal, thumri, or Carnatic music… it will always be there. The only thing is, ghazal singing is not fashionable anymore, but ghazals will always be there. Mirza Ghalib will always be remembered and we will always hum Iqbal.” Penaz dispels the myth that ghazals are not popular with youngsters because they are laced with heavy Urdu words. “ Aankh jab band kiya karte hain, aap saamne hua karte hain (When I close my eyes, I see you). Tell me what is difficult about this line?” she asks and adds, “I have performed at a lot of colleges and you will be surprised to know the wonderful response. Youngsters will enjoy ghazals if they are exposed to it. And, even if is not able to comprehend, one can explain the words and make it an interactive concert.”

On a personal note
She talks of how her curly hair is an intrinsic part of her life. “Curly hair is in my genes. Thanks to mama Masani (her mother), who had lovely, curly hair and my father. I tried straightening my hair for one year and looked terrible. I felt like a traitor. Maine apni asliyat ko mitaadi, kisi ke kehene pe (I erased my true identity. because someone asked me to.) I am happy that I have kept my curls,” she smiles. She credits Doordarshan for the huge part it played in her success. “Many young artistes do not approach All India Radio or Doordarshan thinking there is no money in it. It has a very good circle of true artists, who will help you get more concerts. It helps in networking. When I started, there was no Star or Sony. Whatever I am today is because of Doordarshan,” she points out. Any albums? “The years of albums are over. Now, one records a single video and puts it on You Tube. There are no companies who will invest in albums.”
Ghazals have come back in the form of Sufi music and good poetry.

आकाशवाणी मुंबई द्वारा भारत रत्न डॉ बाबा साहेब भीमराव अंबेडकर की 125 वीं जयंती वर्ष के उपलक्ष में बुधवार 30 मार्च 2016 को शाम 5:00 बजे एक विशेष सांस्कृतिक संध्या का आयोजन किया जा रहा है.आमंत्रित श्रोताओं के समक्ष होने वाली इस सांस्कृतिक संध्या का नाम "भीम वंदना" रखा गया है . इस आयोजन में सहभागी कलाकार होंगे मुंबई से संदेश उमप और उनके साथी,  दूसरी कलाकार हैं  नागपुर से सुश्री आकांक्षा नगरकर.

My Retired Life : मुस्कान बिखेरते विपिन शर्मा !


आकाशवाणी के शुरुआत के दौर के लोगों की सेवाओं को अगर हम याद करें तो ढेर सारे रोमांचक किस्से सामने आयेंगे ।आकाशवाणी के लोकप्रिय प्रसारण की आज जो परकाष्ठा है उसकी नींव के पत्थर थे ये सभी ज्ञात, अज्ञात, अल्पज्ञात और विख्यात लोग ।इन सभी ने अपनी सृजन क्षमताओं को भरपूर उड़ाने दीं और बेलटेक/बी० ई० एल० जैसी भारी भरकम मशीनों पर अपने हुनर दिखाते हुए उच्चकोटि के कार्यक्रम प्रस्तुत किये ।आज हम याद कर रहे हैं हमेशा अपनी मधुर मुस्कान बिखेरते रहने वाले श्री विपिन शर्मा की जो अपनी उम्र के 76वें पायदान पर हैं ।30 सितम्बर 1940 में पैदा हुए विपिन जी ने 1959 में आकाशवाणी इलाहाबाद से एक कैजुअल एनाउंसर के रूप में आकाशवाणी में अपने कैरियर की शुरुआत की ।इसके पहले वे एक कैजुअल ड्रामा वायस भी थे ।

उनकी स्मृति में पहली फरवरी 1949 का वह दिन आज भी रचा बसा हुआ है जब आकाशवाणी इलाहाबाद का उदघाटन हुआ था और केन्द्र की पहली उदघोषणा श्री नर्मदेश्वर उपाध्याय ने की थी जो उन दिनों बतौर उदघोषक वहां कार्यरत थे ।नौसिखओं के लिए पंडित जी एक आइकन थे ।इसके बाद विपिन जी ने 19 जुलाई1961 को बतौर स्टाफ आर्टिस्ट इसी केन्द्र पर ज्वाइन किया ।मूलतः अमृतसर पंजाब के रहनेवाले विपिन जी हिन्दी, उर्दू, अंग्रेज़ी और पंजाबी के अच्छे जानकार और शुद्ध उच्चारण के धनी हैं और अपनी सेवा के दौरान कार्यक्रम प्रस्तुतिकरण में इन्होंने चार चांद लगाए ।मार्च 1987 से अगस्त1990 तक नार्थ सेंट्रल जोन कल्चरल सेंटर इलाहाबाद में सहायक निदेशक के रूप में आन डेपुटेशन इन्होंने अपनी महत्वपूर्ण सेवाएँ दीं ।31अगस्त2000 को आकाशवाणी इलाहाबाद से सेवानिवृत्त होने के बाद दो साल तक इलाहाबाद में ही इग्नू के ज्ञानवाणी केन्द्र के स्टेशन मैनेजर के रूप में और 2008 से 2010तक इलाहाबाद विश्वविद्यालय के पत्रकारिता और जनसंपर्क विभाग में गेस्ट फैकल्टी के रूप में और इसके बाद से वर्ष 2012 तक निरन्तर कामनवेल्थ ऐजूकेशनल मीडिया सेंटर फार एशिया में मीडिया एक्सपर्ट के रूप में इन्होंने अपनी सेवाएँ दीं ।इन्होंने कुछ टीवी सीरियल और डाक्यूमेंट्री भी तैयार कीं ।वर्ष 2013 से दिल्ली में रह रहे हैं ।आकाशवाणी इलाहाबाद में अपनी पोस्टिंग के दौरान मैने भी इनका सानिध्य पाया है ।इनकी जीवनसंगिनी श्रीमती अरिदमन शर्मा ने भी एक बेहतरीन उदघोषक के रूप में आकाशवाणी इलाहाबाद को अपनी सेवाएँ दीं ।प्रसार भारती परिवार की ओर से श्री विपिन शर्मा की सेला योगदान को याद करते हुए उनके स्वस्थ एवं प्रसन्न पोस्ट रिटायरमेंट जीवन की कामना की जा रही है ।
