Smt. Manjushree Dash , Upper Division Clerk , DDK, Bhubaneswar Retires on 31.05.2016.

Smt. Manjushree Dash , Upper Division Clerk , DDK, Bhubaneswar will retire from Government Service on superannuation w.e.f. 31.05.2016.

Joined as a LDC on the compassionate ground on sad demise of her husband at AIR, Jeypore on 05.05.1956, Smt Manjushree Dash was transferred to DDK, Cuttack on 09.04.1992 and from there to DDK, Bhubaneswar when the Kendra was shifted from Cuttack to Bhubaneswar in November’1992. She got promoted to the post of UDC on 18.06.2012. She has served AIR & Doordarshan over a period of 27 and half years and has shown her integrity and commitment to the works assigned to her from time to time. She is a hard working and disciplined employee of the organisation. 

Prasar Bharati Parivar and all the Staff of DDK, Bhubaneswar wish Smt. Manjushree Dash a very peaceful and healthy retirement life.

Shri Ravindra Dattaram Ghadshi, had joined at All India Radio, Ratnagiri on 27.03.1978 as Daftary. He was promoted as CG-II (LDC) on 24.06.1992. He was promoted as Upper Division Clerk on 02.05.2014. He has completed total service of 38 years, 2 months and 5 days and will be retiring from Service on superannuation on 31.05.2016. He has handled various sections like Cheque Writing, Diary and Accounts section etc. during his entire career. He is very sincere and humble. He has always maintained good and co-cordial relations with his seniors and subordinates. Prasar Bharati Parivar and the entire staff of All India Radio, Ratnagiri wishes him all the best for his retired life.

SHRI K. R. JADHAV, HEAD CLERK, AIR, RATNAGIRI Retires on 31.05.2016.

Shri Krishna Ramachandra Jadhav, had joined at All India Radio, Ratnagiri on 16.10.1976 as CG.II (LDC). He was promoted as CG-I (UDC) on 15.02.1985. He was promoted as Head Clerk on 09.11.2009 and posted at AIR, Kolhapur and after successful completion of his tenure he returned to AIR, Ratnagiri as Head Clerk on 01.11.2013. He has completed total service of 39 years, 7 months and 16 days and will be retiring from Service on superannuation on 31.05.2016. He has handled various sections like Stores, Programme Secretary, STEX, Transport, Security, Admin and Accounts Section etc. during his entire career. He is very sincere and humble. He has always maintained good and co-cordial relations with his seniors and subordinates.

Prasar Bharati Parivar and the entire staff of All India Radio, Ratnagiri wishes him all the best for his retired life.

Commissioned on 26th May, 1963, All India Radio, Sambalpur extended service to the people of western part of Odisha as an auxiliary centre, drawing most of it’s programmes from AIR, Cuttack. Initially, it was catering to the rural listeners with emphasis on Intensive Agricultural Development Programme (IADP). In a phased manner it started broadcasting programmes of information and entertainment for Farm & Home, Youth, Education Broadcast, Industrial and general audience in the shape of Sambalpuri music, Radio Plays and special audience programmes of composite nature. Initially this station transmitted and also recorded some programmes from its transmitting centre located at Maneswar, 10 Kms. away from Sambalpur town. 

The permanent type-I Studios along with the office complex was commissioned on 21stSept., 1984. The transmitting capacity of the station was earlier 20 KW MW which was augmented to 100 KW in the year 1998. Transmission-I has been bridged with Transmission-II with effect from 27th November, 2012 and accordingly Transmission-I (Morning Transmission) commences at 5.55 A.M and concludes at 3.00 PM every day. On 23rd November, 2015 the 5 KW FM Transmitter meant for primary channel of the station was inaugurated by Dr.P.K.Mishra, Addl. Principal Secretary, Prime Minister’s Office, Govt. Of India, New Delhi in the august presence of Shri Suresh Chandra Panda, Member(P), Prasar Bharati, Shri A.R.Sheikh, ADG-E(EZ), AIR & DD, Kolkata. Adding another feather to its cap, the inauguration of origination of regional news in Sambalpuri from Regional News Unit of this station was held on 23rd January, 2016 by Shri Pradeep Kumar Pujari, Secretary, Ministry of Power, Govt. of India in the august presence of Shri Sitanshu Kar, Director General(News), News Services Division and Shri N.P.Joshi, Director(Administration), DG, AIR.

SHRI B RAMESH BABU, PEX, DDK, Hyderabad retires on 31.05.2016.

SHRI B RAMESH BABU, PROGRAMME EXECUTIVE, Doordarshan Kendra, Hyderabad is retiring on superannuation on 31st May, 2016. He joined the Department as a Casual (Production Assistant for 10 years) and regularized in 1994. Mostly he has worked in Regional News Unit and covered many VIP/VVIP programmes. Cyclone hit areas of East and West Godavari Districts of Andhra Pradesh.

He attended the folk dance and classic dance programs, literary program and other Devotional Songs programs. He is having very good track during his entire service and higher authorities have appreciated his good work. Prasar Bharati Parivar and all the Staff of Doordarshan Kendra, Hyderabad wishes him a healthy and happy retirement life.

Suno Maa Ki Kahaani - a Story-Sharing Contest on Occasion of Mother’s Day

In the spirit of celebrating Mother's day, Ministry of Women and Child Development, Government of India has organized a Contest inviting stories about mothers.

The concept of this campaign is to promote the idea of children sharing anecdotes/ stories about their mother who has defied gender stereotypes, raised her voice against gender discrimination and championed the cause of gender equality and empowerment.

The Supreme Court on Friday held that private broadcasters have to share live signals of sporting events of national importance like cricket matches played in India with official broadcaster Prasar Bharati.A Bench of Justices A.K. Sikri and Prafulla C. Pant dismissed an appeal filed by Star Sports India Ltd challenging the Sports Act, 2007, which mandated such a provision and which was earlier upheld by the Delhi High Court.

The Bench said “the purpose of the Act is to provide access to the largest number of listeners and viewers, on a free to air basis, of sporting events of national importance. This task is given to Prasar Bharati. Notwithstanding more popularity which the private channels have gained over a period of time, the coverage of Prasar Bharati is far more reaching insofar as Indian population is concerned. Further the radio as well as television broadcasting of Prasar Bharati is free of cost.”The bench said “It is for this reason that the law in the form of Sports Act is enacted in order to ensure that such sporting events of national importance are made available to every citizen of this country, irrespective of his/her financial conditions.”

The Bench accepted Prasar Bharati’s stand that under the Sports Act, no contents right owner, contents right holder and television or radio broadcasting service provider can carry a live broadcast of sporting events of national importance unless it simultaneously shares the live broadcasting signals without advertisements with it.The bench said “Section 3 of the Act aims to provide access to largest number of listeners and viewers on free to air channels. Prasar Bharati was supposed to telecast these matches for the benefit of general masses, who otherwise do not receive signals of private channels like the appellant or are not having financial capacity to pay for these channels. Thus, it was a larger public interest which was sought to be served.”

Noted artiste enthrals audience with classical dance

The healthiest form of projection is art. Following this line of thought, Mount Litera School projected the richness of classical traditions of Indian dance and music through the Society for the Promotion of Indian Classical Music And Culture Amongst Youth (SPIC MACAY) event that saw enthralling performances by artistes Gauri Diwakar, Yogesh Gangani and Saniullah Khan here on Friday.Gauri Diwakar is a dancer and a kathak exponent who has been mentored by Pandit Birju Maharaj and Shri Jai Kishan Maharaj. She presented kathak for the audience, which mainly comprised students and their parents. “I enjoyed every moment of being on stage and it was a wonderful audience,” said the artiste after her performance.

Gauri has performed at several national as well as international dance festivals. She is an artiste of Doordarshan, New Delhi, and empanelled by the ICCR. She has also been awarded “Ustad Bismillah Khan Yuva Puraskar” for 2008.Yogesh Gangani, a tabla and pakhawaj player, complemented her every move with his fine ‘thap’. The danseuse initiated with Ganesh Vandana and even invited students to the stage for an impromptu dance class.

District education officer Satinderbir Singh was the chief guest on the occasion. While addressing students, he highlighted the importance of Indian classical arts and motivated them to learn more about rich Indian heritage and culture. Director of the school Manjot Dhillon appreciated SPIC MACAY for glorifying the rich culture and tradition of India.

I&B ministry frames new guidelines for website ads

According to the new guidelines, only websites owned and operated by companies incorporated in India will be considered for empanelment by DAVP. The Information and Broadcasting ministry has framed new guidelines and criteria to empanel suitable agencies and fix rates for advertisements on websites, it was announced here on Thursday. According to the new guidelines, only websites owned and operated by companies incorporated in India will be considered for empanelment by the Directorate of Advertising and Visual Publicity (DAVP). Websites owned by foreign companies can also be empanelled, if such companies have registered branch offices operating in India for at least one year, an official statement said. 

The eligibility criteria for websites to get empanelled with the DAVP includes unique users (UU) per month data, which shall be "cross-checked and verified by internationally accepted and credible third party tool" that monitors website traffic in India, the Information and Broadcasting ministry statement said. "The guidelines aim to ensure that government visibility increases online by strategically placing advertisements on websites with higher unique users per month," the statement said. The guidelines categorise the unique user per month data of the websites into three categories. 

While the top category consists of websites with five million or more unique users per month, websites with 2-5 million traffic lie in the second slot. Finally, websites with 0.25 million to two million unique users have been kept in the last slot. The DAVP shall be the nodal agency for all central ministries/departments for advertising. However, autonomous bodies/public sector undertakings can directly release advertisements at DAVP rates and only to agencies empanelled with the DAVP, according to the new guidelines.

Inaugration of 6 KW FM TXR at AIR Sasaram

"Inaugration of 6 KW FM TXR" was done by Mr. A.R.Sheikh, ADG(EZ), at AIR Sasaram on 25th May 2016.Along with ADG, Mr. S.M.T. Alam(DE-Project) and Mr. P.K.Thakur(DE-AIR Patna) were also present on the occasion with all the staff members of AIR Sasaram.

Governor emphasizes on connectivity, defence & border area

Addressing the 65th Plenary of North Eastern Council at Shillong on May 27, chaired by the Prime Minister of India Narendra Modi Governor of Arunachal Pradesh JP Rajkhowa emphaised on connectivity, communication facilities, environment, defence & border area development, tourism, exploration of minerals, education, health, Human Resource and Skill Development.He added that for improving road connectivity within the state along international Border areas, there is a need for a Frontier Highway connecting all the important centres along the China-India border.The Governor pointed that from the Strategic and defence point of view, it is felt that special Road Development Schemes may be conceived and implemented by the Govt. of India connecting all the identified centres with the Trans-Arunachal Highway and the proposed Frontier Highway.

He also requested the Prime Minister for expediting the work on other railway lines from Bhalukpong to Tawang in the West and Murkongselek in Assam to Pasighat in the East and railway links to all foothills towns and clusters along the Assam-Arunachal border.The Governor stressed that in addition to the proposed Greenfield Airport, the State requires at least 3-4 more Airports, while informing that a request has already been made to the Civil Aviation Ministry to select the sites in consultation with the State Government.The Governor said that apart from a Greenfield airport at Itanagar, which is under an active consideration of Ministry of Civil Aviation, the State needs urgent upgradation of 26 helipads of State Government in order to meet the standards of DGCA & BCAS, 30 New helipads need to be constructed to provide air connectivity to the border villages having international borders.
The Governor called to revive the use of waterways- National Waterway 2 running along the Brahmaputra. Water connectivity with Arunachal Pradesh using the Brahmaputra has been practically non-existent, he added.

The Governor said that the Internet and mobile connectivity in State Capital Itanagar in particular and the whole State in general is very erratic and unsatisfactory. All India Radio covers only 57% of the area. Doordarshan covers 20% area of the State with 56% population coverage through terrestrial transmission. There is void in the entire border belt, he added while calling for an immediate focus and enhancing their reach even beyond border.Stating that Government is committed to materialize the dream of making Arunachal Pradesh the Power House of India, the Governor requested NEC and Ministry of DoNER to help the State to identify and implement run of the river off grid projects so as to power the remote administrative headquarters. He also requested for intervention of the Prime Minister to resolve the impasse on 2000 MW Lower Subansiri Project by addressing the unresolved issues raised by NGOs in Assam, in an amicable manner.

The Governor called for redefining the Hydel Projects into small, medium and large categories by fixing appropriate generating capacity for each category. He opined that redefining will allay the general apprehension of the people about Mega Dam Project as any project with installed capacity of above 25 MW is now considered as a large project.On environment, for enabling the State government to implement compensatory aforestation and other programmes related to wild life and bio diversity conservation, the Governor requested for transfer the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) Fund to the State. The Governor also request for setting up three battalions of Ecological Task Territorial Army for protecting 68,000 Sq km forests and wild life.

Expressing his concern on the issue of lager scale migration from the remote border areas to the urban areas down south, which is a major national security concern, the Governor proposed that the Ministry of Defence should consider setting up Military cantonments in the remote areas near the Sino-Indian border to seed urbanization in the area.The Governor also requested for relaxation in height and chest norms for youths of Arunachal for recruitment in the Army, as done in State Police and Central Armed Police Forces (CAPF), so as to enable the youth to join the Armed Forces in good number.To harness the abundant mineral potential of the State, the Governor requested the GOI to constitute one Expert group to assist in preparing a Master Plan for exploration of minerals.
The Governor said that the State needs continued assistance and support of the Government of India and the NEC.

SC dismisses Star India appeal against sharing of feed with DD

In a setback to Star India, the Supreme Court on Friday dismissed its appeal against sharing clean feed of sports events with state-owned Prasar Bharati for telecast on Doordarshan.This means Star will have to remove all such commercials from the feed of sports events before sharing it with Prasar Bharati for telecast. At present, Star India holds the rights to broadcast cricket events organised under the International Cricket Council (ICC) in India.A bench comprising justices AK Sikri and PC Pant, while dismissing Star’s appeal, upheld Prasar Bharati’s stand that whosoever airs live television broadcast of sporting events of national importance must share the same with the national broadcaster free of embedded advertisements, including sponsor logos and on-screen credits.

“… the sharing of the signals has to be without any advertisements and if the advertisements are also to be included in the signals, there has to be sharing of the revenue,” the bench said.According to the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act, 2007, a television broadcasting organisation is prohibited from carrying the live broadcast of a sporting event of national importance on cable or Direct-to-Home (DTH) networks in India, unless it simultaneously shares the live broadcasting signals, without its advertisements, with the Prasar Bharati to enable it to retransmit the same on its terrestrial and DTH network.

“Rule 3(3) takes the issue beyond any pale of doubt when it mentions that the signals to be shared with Prasar Bharati by the content rights owner or holder are to be the best feed that is provided to broadcast service provider in India and has to be ‘free from commercial advertisements’. Thus, even if it is ICC which has included those advertisements/logos, the feeds have to be without those logos/advertisements in as much as nobody can dispute that the content rights owner are content holder, i.e, ICC in the instant case has included those logos/advertisements from purely commercial angle. Thus, the arrangement between the ICC and the appellant (Star Sports), is totally inconsequential,” the judgment stated.

All India Radio to launch mobile app for its Persian service


AIR has been broadcasting to Iran in Persian language since 1941 and is one of the oldest services in which external broadcast was done by AIR.

The Persian Service of External Services Division of All India Radiois launching a multimedia website and mobile App to coincide with Prime Minister Narendra Modi‘s visit in Iran. The Persian language Service has stood through the thick and thin of the relations between India and Iran and the many trials and tribulations that Iran has witnessed in the last few decades.

Presently, Persian language broadcast of AIR is done for 1 hour 45 minutes in two transmissions of 45 minutes and 1 hour respectively in the morning and in the evening. The broadcast is available on Shortwave. Program menu of the Persian Service is reflective of the centuries old bond that India shares with Iran (Persia) in the fields of art, architecture, culture, heritage, literature, music etc and also the contemporary partnership and cooperation in the fields of trade, commerce, technology, medicine, research and development in oil exploration etc.

Will YouTube's streaming service 'Unplugged' disrupt TV viewership?

YouTube may be the next tech giant to fight for a piece of the television world. The online video company has been reportedly working on a subscription-based online video streaming service for cable television networks, called "Unplugged." According news reports, Unplugged would offer online video and live TV channels in bundles from media providers for a monthly subscription fee.

Commenting on this move by YouTube, Shabir Momin, MD and CTO of ZengaTv, stated, “I think it’s a good news; the bigger the ecosystem grows, the better it is for everyone in the space. The market is very big and nowhere close to saturation, more players and more action helps everyone as the overheads get distributed in terms of creating awareness among users, brands and in general as a concept.”

Far from considering YouTube’s apparently upcoming service as a direct competition, the television industry seems bullish on YouTube Unplugged entering the cable television packages forefront with online video content.

Speaking about the issue, Abhesh Verma, COO, nexGTV, added, “Live TV streaming so far has been a niche activity, leaving sufficient scope for augmenting the reach and adoption. The industry is currently witnessing radical evolution with the entry of multiple players, and it would be incorrect to say that the advent of multiple large and small players will have a negative impact on the ecosystem. Unified efforts of all the existing and upcoming players, I believe, would mainstream watching live TV through web on multiple devices. What consumers ultimately choose depends on what value they receive for the monthly subscription charges, and the fact that who serves the best purpose.”

The nature of offerings that YouTube may have can change the way Internet content is streamed on TV. 

Ekalavya Bhattacharya, Chief Strategy Officer, ALT Media, expressed his curiosity about YouTube Unplugged, and how the service may eventually turn out to be. He said, “Personally, I'm curious to know more about this platform. I'm hoping it is not just a linear stream of TV channels. YouTube has pretty much led the VOD revolution and it would be surprising if this product is just a linear stream. Of course, the game-changing thing will be if none of the content is geo-blocked. That's when things will become interesting. I'm a huge fan of geographically agnostic content and being able to watch global channels will be great, but that of course comes with its own fair share of issues around rights.

However, this service may have wider implication on the way content is driven across YouTube channels. Bhattacharya concluded, “On a broader note, YouTube will continue be a key part of everyone’s strategy. Be it for promotions, windowing, branded content, eventual subscription etc., the reach of YouTube is undeniable. What one needs to keep in mind though is, platforms and media companies are not in the business of only entertaining audiences. We are all in the business of business, and hence, one will have to tackle YouTube based on their business strategy.”

The television bundle service, YouTube Unplugged, is reportedly in works as of now, and may be actualized by 2017.

Star India has to share ad-free sports feed with DD: Supreme Court

The Supreme Court on Friday dismissed an appeal filed by broadcaster Star India Ltd against sharing clean feed, free of embedded advertisements, with Prasar Bharti.

The dismissal means that Star India will have to remove sponsor logos and on-screen credits from the feed before sharing it with Prasar Bharti for telecast on Doordarshan.

Star India approached the apex court against a 2013 Delhi high court ruling which dismissed an ESPN Software Pvt. Ltd plea for a declaration that its responsibility was to share feed received from organizers, which would include advertisements, logos and other on-screen credits during the game.

According to a 2007 rule, private broadcasters such as Star India must share coverage of sports events of national importance with the state-owned Prasar Bharti, without advertisements.

A bench comprising justices A.K. Sikri and P.C. Pant dismissed Star’s appeal.

Prasar Bharti had earlier demanded clean feeds from Star India. Star India contended that this rule would impact not only cricket but other sporting events like tennis and hockey.

On this issue, Star India earlier argued that if a Wimbledon match had to be aired in the country whose official sponsor is Rolex SA, the present scheme would require Rolex names to be removed, which was unlikely.

At present, Star India holds the rights to broadcast cricket events organized under the International Cricket Council in India.

Star Utsav Movies now to be only on DD Freedish; launch on 28 May

Star India will officially launch its free-to-air (FTA) Hindi movie channel Star Utsav Movies on 28 May. The channel, targeted primarily at rural markets, will be initially available exclusively on Doordarshan’s free direct-to-home (DTH) platform Freedish. 

Star will take a call later on the channel’s future distribution strategy. Star Gold, Movies OK, Star Gold HD and Star Utsav Movies general manager Hemal Jhaveri said there was a need gap in the rural market. “With the advent of BARC, rural markets took the center stage with more than half the TV viewership coming from the heartland. 

Our analysis indicated that there was a clear need gap in this category since 25% of the total viewership came from movies, but the Hindi movie genre share is a miniscule 5%. This is because of the unavailability of good content on the existing Hindi movie channels in the FTA space. “An extensive research undertaken to unravel the rural psyche shed light on the key usage and behavior patterns. This has been the cornerstone for all acquisition, programming and marketing inputs on this new channel offering. 

What made this research unique and accurate was that it was tailor-made for each respondent surveyed based on their viewing behavior, which was captured using close circuit cameras positioned in their homes.” Jhaveri said that Star Utsav Movies stands apart as a truly rural offering because it has been designed with the rural viewer in mind. “The insights from research gave us a rich perspective on triggers that dictate the viewer’s approach towards life and his entertainment needs. ‘Har Din Utsav’ as a promise is an indication of our endeavor to give our viewers a reason to celebrate every day with the biggest and best stars on the channel,” he stated. 

To drive reach and awareness for the new channel, a multi-media launch campaign has already kick-started. The channel will leverage the might of Star India to rapidly build awareness. Along with a comprehensive high-impact TV plan, the promotion includes a high-octane radio plan and unique brand experiences for viewers across villages in key markets. “The rural markets are the last important frontier, and we believe Star Utsav Movies will empower both the consumer and the advertiser,” Jhaveri asserted.

TRAI panel to study interoperability of STBs

Interoperability of set top boxes has been high on the regulator’s agenda for a long time

Telecom Regulatory Authority of India (TRAI) has brought on board C-DOT as well as experts from institutions such as IITs and IISc to study and find solutions to technological challenges preventing the implementation of interoperability of set top boxes (STBs).
TRAI Chairman R.S. Sharma on Wednesday said that interoperability of STBs, wherein customers will be able to change cable or DTH operators without changing their STBs, has been high on the regulator’s agenda for long but technological factors have impeded progress. However, the regulator is hopeful of reaching a solution within a year’s time.
Safe from piracy
Mr.Sharma pointed out that security and the broadcasters’ need to keep content safe from piracy were a few factors leading to the delay.
“Because it is essentially a technology issue, we have brought on board professors from IITs and other institutions to look at it from a technology perspective,” he said.

“Deshathanima – Deshapperuma” – Broadcast series by All India Radio, Thiruvananthapuram

All India Radio, Thiruvananthapuram is starting a new programme titled, “Deshathanima, Deshapperuma”, a series of documentaries on various agricultural and related products, which have won Geographical Index to our land. This broadcast series will be having 30 episodes, highlighting various products. The broadcast time will be 7:40 PM on every Wednesday and the duration of the programme will be 20 minutes. We envisage to have a comprehensive study with insight and research based on the products which are of special importance to Kerala. Since these products are native of Kerala, the broadcast of the series also aimed to inculcate curiosity in the minds of the new generation youth of our state. 

The broadcast will start from 1st June 2016, beginning with a documentary on ‘Madhya Thiruvithamcore Sarkkara’ (The jaggery of Central Travancore). Continuiing this on consecutive Wednesdays, we would take up 30 special products like Njavara Rice, Vazhakkulam Pineapple, Gandhakashala Rice, Vechoor Cow, Malabari Goat, Jeerakashala Sugandha Rice, Palakkadan Matta, Aranmula Mirror, Balaramapuram hand weaves etc. Every aspect of each of these products will be covered and the broadcast will be added and preserved in the sound archives of All India Radio. It is for the first time, that such an elaborate initiative is being taken up and presented by All India Radio, as informed by Shri. R C Gopal, the Station Director of All India Radio Thiruvananthapuram.

This programme is prepared by involving eminent scientists and experts on each of these topics. The broadcast series is directed by Shri. Muraleedharan Thazhakara, the Programme Executive of Farm & Home section of All India Radio, Thiruvananthapuram. This will be broadcast by Thiruvananthapuram and Alappuzha stations of All India Radio. As the programme will be broadcast through the Alappuzha Transmitter, it could be received across Kerala. Live streaming of the programme will also be available through the AIR Malayalam channel in Prasar Bharathi DTH and internet services.

Each of the products presented in this broadcast has a special value in the cultural as well as agricultural heritage of Kerala. By documenting this, All India Radio is playing its role as a public broadcaster, to record, preserve and promote the knowledge and resources of our Nation. Well researched and poetically presented series will be of enormous value for our people, as well as generations to come. Needless to say, this effort will also enhance the protection and encouragement for many of these products – our hidden treasures. Thus, it will re-emphasize the role of All India Radio, in service to our Nation.

“I don’t know whether I am an artist, or a talented person but I am sure that I am the luckiest & hence got an opportunity to be with & seek the guidance from artists & celebrities, moreover I prospered in All India Radio, an organisation with rich culture & tradition” said Mangesh Waghmare Sr announcer of AIR Pune on receiving the award “SHABD MAIFAL” 

This award was conferred upon him by “Maitreya” an institute from Pimpri Chinchwad near Pune. The programme was organised at Svatantrya Veer Savarkar sabhagruha Nigdi Pune.It was the fourth memorial day of Late Satish Diwan famous anchor in Pimpri Chinchwad & this award is instituted in his memory to the person substantially contributing in the field of Anchoring.This is the second year of the award & it was presented to Shri Mangesh Waghmare Sr Announcer of AIR Pune at the hands of Shri Rajendra Diwan father of Late Satish Diwan & Smt Manjushri Satish Diwan. Shri Sudhir Gadgil famous anchor in Maharashtra was the first person to receive the award last year.

The award consists of a Trophy & Citation. Mangesh Waghmare is active in the field of music since 1980 & is connected with AIR since 1986. Originally from Jalna (Marathwada) region, Waghmare is the disciple of Pandit Govindrao Jalgaonkar, and Pandit Padmakar Thigale . He started his career as santoor player & became famous as an anchor in musical concerts. He has contributed in Marathi language, literature and Journalism under the guidance of Dr Dhundiraaj Kahalekar.

Apart from classical Music he has also developed a thorough understanding of lalit music, film music, & various musical instruments . He has studied Urdu from Ustaad Rafiuddin & has presented many programmes in Hindi, Urdu & Marathi

Dr. Amruth Someshwara-Archival recording

Archive is a store house of  historical records or special recordings of great  personalitis or the physical place they are located. Archives contains primary source documents that have accumulated over the course of an individual or organization is lifetime and are kept to listen personality of person or organization. A special project launched in this year by All India Radio, Mangalore i.e. to archival recording of Dr Amruth Someshwar(84). He was a member of Programme Advisory Committee of Akashvani Mangalore in 2007 and he was honored with Akashvani Annual Award. Dr. Amruth Someshwar wrote more than 85 books in Kannada and Tulu language. Tulu is a rich ancient language with a prominent place in the Dravidian language category. The area between the Kalyanpura river and chandragiri river of the western coast is the place where most of the people speak Tulu.Dr. Amruth Someshwar is a resource person for Akashvani Manalore. Since last 40 years, he is contributing talks, thoughts for the day, plays, features and lyrics, poem recitation both in Kannada and Tulu. So many people did Phd on his literature work. He is closely associated with Akashvani, Mangalore and gives his valuable advises. He is an ardent listener also.

TECHNOLOGY UPDATE - New world record in radio transmission at 6 Gbps

A team of researchers from Germany has set a new world record by transferring the contents of a conventional DVD in under 10 seconds by radio transmission with a data rate of six gigabit per second (Gbps) over a distance of 37 kms. The team achieved the record data transmission on a stretch between Cologne and the 36.7 km distant town of Wachtberg. The extremely high data rate was achieved by the group through efficient transmitters and receivers at a radio frequency of 71-76 GHz in the so-called “E band”, regulated for terrestrial and satellite broadcasting. Researchers from University of Stuttgart and the Fraunhofer Institute for Applied Solid State Physics IAF participated in this collaborative project. The transmission of high quantities of data by radio over large distances serves a high number of important application areas.

The next generation of satellite communication requires an ever-increasing data offload from earth observation satellites down to earth. With this technology, not only rural area and remote regions could be supplied with fast internet, but also 250 internet connections can be supplied with 24 Mbits/s ADSL, University of Stuttgart said in a statement. Terrestrial radio transmissions in the “E-band” are suitable as a cost-effective replacement for deployment of optical fiber or as ad-hoc networks in the case of crises and catastrophe and for connecting base stations in the backhaul of mobile communication systems. The collaborative project ACCESS (Advanced E Band Satellite Link Studies) was carried out by a team headed by Professor Ingmar Kallfass from the Institute of Robust Power Semiconductor Systems (ILH) at University of Stuttgart.

Ad agencies owe DD Rs 24 crore, Rs 53.7 crore recovered by arbitration

Noting that there were outstanding dues of approximately Rs 6.40 crore for 2013-14 and Rs 17.76 crore for the year 2014-15 in respect of various Doordarshan Kendras, a Parliamentary Committee has asked the Information and Broadcasting ministry and Prasar Bharati that the process of recovery of dues should be expedited. The Parliamentary Standing Committee for Information Technology which goes into issues relating to I and B also noted that the final figures of outstanding amount due for the year 2015-16 were still being worked out and, as such, there could be some outstanding dues for that year also. At the outset, the Committee said the issue of outstanding dues of the Doordarshan Kendras has been lingering for quite some time and there was a huge pendency of outstanding dues. However, the ministry said there was no outstanding amount in respect of All India Radio stations.

Arbitrators had passed fifteen awards in favour of Prasar Bharati and approximately Rs 53.71 crore had been recovered by taking recourse to provisions of the Arbitration and Conciliation Act 1996 (including all amendments till 2015) by filing its claims against such defaulting advertising agencies for the recovery of outstanding dues. The Committee was told Prasar Bharati is making efforts to recover the outstanding dues by continuously pursuing the defaulters to make payment and request reminders are sent, and in case of delay, Doordarshan charges interest @ 14.5 % from the defaulting agencies. Bank Guarantees of the defaulting agencies are encashed as per terms and conditions of the agreement.

Modi lauds AIR for Mann ki Baat simulcast across radio, TV, DTH, internet

Prime Minister Narendra Modi has lauded All India Radio for broadcasting his monthly Mann ki Baat in regional languages on the day he talks to the nation. The broadcast is visually adapted by Doordarshan and other private TV and news channels in India simultaneously. Similarly, radio in the private sector patches AIR. All DTH operators also carry it. It is live streamed for global audience and is accessible through mobile app,, apart from the,, and the Narendra Modi app. During his monthly broadcast for this month, he said he was also gratified that people were writing to him either on the Narendra Modi app, or This was the twentieth time that he talked to the nation through the broadcast which coincided with the completion of two years of his government which assumed office on 20 May 2014.
He said that initially, a ten-digit missed call had to be made to get a call back to listen to his broadcast. But now one had to dial 1922 toll free and listen to him. The broadcast by the entire network of AIR includes all stations, all AIR FM channels (FM Gold and FM Rainbow), local radio stations, Vividh Bharati Stations and five community radio stations. It is also broadcast by the Urdu and Hindi Services of the External Services of All India Radio for listeners in the Indian sub-continent and the Indian diaspora spread across the globe. The regional versions of the Mann Ki Baat are played at capital AIR stations in non-Hindi speaking zones at 8.00 pm hours on the same day. The regional versions are relayed by all AIR stations including local radio stations in the respective states. The English version of Mann Ki Baat is also broadcast by AIR Delhi at 8.00 pm the same day and also broadcast by the General Overseas Service.

Laying emphasis on contextualizing events before highlighting them, eminent journalist Mohammad Sayeed Malik Tuesday said that a journalist must educate people.“It is the duty of a journalist to understand things dispassionately and put them in proper context only then will he be useful to the society, to the community and to himself,” Malik said. He was responding to questions posed by various members of audience who were interacting with him under ‘Naamwar’ programme held at JKAACL Seminar Hall . Interactive session was the fifth edition of monthly series ‘Naamwar’ which was started by JKAACL-Radio Kashmir in January this year with the objective of felicitating eminent persons from diverse fields of activity. Speaking on the occasion, Program Head, Radio Kashmir, Srinagar, Sayed Humayun Qaisar said that Radio Kashmir was open to the idea of having such collaborations with other cultural and educational institutions as well.

“After having joined hands with the Academy we are open to the idea of having such collaborations at broader level,” Qaisar said, adding, if institutions come up with viable ideas Radio Kashmir would like to associate with them. As part of the event an in-depth paper on various aspects of life and works of the eminent journalist was also presented by writer-journalist, Maqbool Sahil. As a token of affection, a shawl and citation were presented to Mohammad Sayeed Malik by the organizers. The programme culminated with a vote of thanks by Radio Kashmir programme executive, Javed Ahmad Sofi while proceedings of the event were conducted by Rashid Nizami.

DD and China's public broadcaster to exchange programmes

On the occasion of President Pranab Mukherjee's visit to China, Doordarshan and CCTV, the public broadcaster of China, will telecast a series of programmes fostering better people-to-people understanding between the two countries. A statement released by Doordarshan said that Mukherjee's visit to China, from May 24 to 27, will lead to an interesting exchange of programmes between the two public broadcasters. "This exchange of programmes comes under the ambit of an MOU signed in May 2015 when Prime Minister Narendra Modi and Chinese premier Li Keqiang expanded the cooperation between the two countries from films to television co-productions," the statement said. 

Prasar Bharati CEO, Jawahar Sircar, played an instrumental role in the signing of the agreement with CCTV president Nie Chen Xi, back then, it added. The future telecast of the selected programmes on the two platforms will be on gratis basis and genres will range from art, culture, education, science, wildlife, entertainment, tourism, adventure sports, news and current affairs along with human interest, development and success stories. The statement said that DD Bharati channel will telecast documentaries including one titled 'Laughing Meat Balls' based on a theatre group. The documentary highlights the essence of traditional Chinese opera, the release said. Another documentary 'Wildlife Photographer' highlights wildlife photography in China.

300 hours eligibility criteria for e-auction of slots on DD National

Doordarshan, which recently decided to invite eligible producers to create and market fresh content on the channel for a fixed tenure extending up to three years by buying slots through e-auction, today said the offer was open for production houses which have produced at least 300 hours of Hindi general entertainment programming in the last two years. Moreover, the production houses should have a turnover of minimum Rs 5 crores per annum in regard to TV and film production in the last three financial years. Successful bidders will produce fresh programmes in various genres of general entertainment programme for Doordarshan will be required to adhere to the programming/broadcasting codes of Prasar Bharati. Request for Proposal (RFP) of the Slot Sale Policy is available and can be downloaded from the website: The policy encourages private entrepreneurs to produce cutting edge general entertainment programming with a commitment for providing wholesome family enjoyment. The technical and financial criteria for the new policy will be notified separately. The sale of slots to be auctioned will be through e-auction mode. The roll out of the Slot Sale Policy will commence with DD’s flagship channel ‘DD National’ on its prime time slots will then be progressively extended to other slots and channels.

The base price for DD National Prime Time is being kept reasonable keeping in view the content environment and market economics to attract bidders. In the draft notification for sale of slots on prime time of DD National (to be separately notified), the minimum floor price for DD National Prime Time is proposed to be Rs two lakhs for each 30 minute time slot between 7 and 11 PM (excluding Feature Film Slots). The slot price increase is to be based on half yearly reviews through a transparent mechanism linked to the ratings achieved in the slot. The slots available for bidding would be for a sequence of slots for daily strips on weekdays/weekends. More Free Commercial Time (FCT) will be given to the Bidder or slot holder and the FCT will be enhanced from the existing 2.5 minutes to 4.0 minutes for every 30 minute slot. Successful bidders would be free to procure advertisements from all clients within their entitlement of FCT with the exception of Government and PSU (Public Sector Undertaking) clients. 
Bids may be invited for any/various combinations of/all slots as detailed below:
i) For a single standalone slot
ii) For longer time durations comprising of more than one slot for catering to the needs of telecasting special events, feature films etc.
iii) For a single slot on weekly basis
iv) For a sequence of slots in the same time band running over certain number of days in a week (e.g. Monday-Thursday; Monday-Friday; Saturday-Sunday, etc.)

The decision regarding inviting bids in respect of slots will be at the sole discretion of Doordarshan after taking into account its programme requirements for any channel or time band. The website gives detailed information for applicants.
