29 cities upgraded for higher HRA & Transport Allowance - Ahmadabad,Pune,Gulbarga, Thrissur, Kannur,Nanded, Sangli, Raurkela, Ajmer, Siliguri...

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.

On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from 'Y' class to 'X' class and 21 cities have qualified for being upgraded from 'Z' to 'Y' class for the purpose of HRA. Six cities have qualified for being upgraded from "Other Places" to specified higher class for the purpose of Transport Allowance. The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities, would be approx. Rs.128 crore for the year 2014-15.

HRA and Transport Allowance are admissible to Central Government employees depending upon employees' Basic Pay (including NPA where applicable)/Grade Pay and the classification of the city/town where they are posted. The existing classification of cities/towns in different classes viz. 'X', 'Y' and 'Z' for the purpose of HRA and 13 specified cities classified earlier as 'A-1'/ 'A' and "Other Places" for the purpose of Transport Allowance, is as per the criterion recommended by the 6th Central Pay Commission. The existing qualifying limits of population for classification for HRA purpose is 50 lakhs & above for 'X', 5 - 50 lakhs for 'Y' and below 5 lakhs for 'Z' class city. Transport allowance is payable at 'higher rates' in 13 specified cities classified earlier as 'A-1' / 'A' (that is those cities having population of 20 lakhs & above) and at 'lower rates' in all other places.

The classification of cities/towns for this purpose is revised on the basis of their population as reflected in the decennial census report. The existing classification of various cities/towns is based on 2001 Census figures. The criterion of population for this purpose has been followed as recommended by the Central Pay Commissions. Sweltering summer temperatures have turned the city into a furnace. “Forget about frying an egg on the sidewalk; this kind of heat would fry an egg inside the chicken!”someone walking on the road aptly said.

Harried by oppressive heat, people are using every trick in the book to stay cool. The mounting death toll has put on high alert the district officials who insist that residents stay indoors, at least during peak afternoon hours, to avoid heat stroke.

Most people are seen using caps, scarves or some other headgear to protect from the harsh sunrays. But not many people know that a solution is waiting in their kitchen.

“Keep an onion in your pocket while going out because the humble vegetable is known to absorb most of the heat and prevent one’s body from taking it all,” says Santosh Kumar, Executive Director of the National Institute of Disaster Management.

Traditional time-tested methods to get rid of heat are most reliable, he maintained, adding that a drink like Aam panna could help a great deal in beating the heat.

Aam panna , prepared using raw mangoes, sugar and an assortment of spices, quenches thirst and prevents the excessive loss of sodium chloride and iron during summer due to excessive sweating.

Mr. Kumar, who is also Director, SAARC’s Disaster Management Centre, said the deadly heat indicated strong El Nino symptoms and expressed concern about its possible cascading impact on water, food and fodder.

He admits that although the severity of summer claims manys lives, it is not considered a ‘loud disaster’. “We are very casual in taking heat-related warnings. People don’t realise that heat can claim lives. Even in the government plans, summer is marginalised,” he says.

As relief measures, he feels that the authorities must set up roadside water kiosks and “now that we do not have trees, create shades at short distances.”
Pointing to the fact that the duration of winter is reduced and summer span has increased, he says “we need to change our perspective; how we see summer must change.”

Keep an onion in your pocket while going out because the humble vegetable is known to absorb most of the heat and prevent one’s body from taking it all.

DD to launch national channel for kids

Doordarshan is preparing plans to launch a channel exclusively for children, Union minister of state for information and broadcasting Col. (retd) Rajyavardhan Singh Rathore said here on Thursday.

"We are concerned about the future and welfare of our children. There is no national channel for kids as of now and Doordarshan will launch such a channel," Rathore said, while interacting with journalists as part of the central government's outreach on completion of one year of the Narendra Modi government.

Rathore said that the current outreach effort is not to defend or sing praises of the BJP-led central government's one-year rule. "What we are doing is presenting a report card. You can give us any marks you like. You can give us a high score or give us a zero. This is an effort to inform people of what the government has done so far and learn from suggestions on what else can be done and how improvements can be made in governance," he said.........

DD to start weekly `acche news' show

Taking a cue from PM Narendra Modi's statements that positive aspects or "good news'' should be highlighted by the media, Doordarshan News will start a new half-hour weekly show 'Good News India'.

The programme, which will start on May 31, will cover "positive, inspirational and success stories involving people from across the country"."Media template has been man bites dog, otherwise it is not a story. Over the years, there is a lot of negativity in TV and print media which saps the energy of the country,'' A Surya Prakash, Prasar Bharati chairperson and former journalist, said.

DD, he said, will cover ordinary people doing extraordinary things. And this is not all. The broadcaster also plans to start a weekly news magazine in Sanskrit by June-end. 'Vartavali' will be a 30-minute Sanskrit news magazine on every Sunday afternoon that would have correspondents' reports, discussions and commentaries. DD already has a 5-minute news bulletin which could be expanded to at least 10 minutes.

The decision comes at a time when Sanskrit is becoming increasingly unpopular as a subject of study and is spoken by a minority. "Sanskrit holds a very important place for the linguistic integration of India and we have received feedback from people who want to hear news in this language,'' Surya Prakash said.

The public broadcaster is also exploring plans to increase the duration of the daily bulletin to include domestic and international news. Sources said the recruitment process for correspondents and editors had begun.

Keeping in step with the demands of quick news bytes, DD also plans to start a news capsule with 15 important news headlines. The '5 minute 15 Khabrein' (5 Minute Flash 15) will kickstart on June 1 where 15 news headlines in a package of five minutes will be shown eight times every day, four times in Hindi and four times in English.

Wednesday, 27 May 2015

This morning, A Surya Prakash, the Chairman of Prasar Bharti (and a long-standing columnist in The Pioneer) called me. For the next 30 minutes, he spoke with great excitement about “DD Kisan,” the new 24.7 channel the PM was launching later in the afternoon. Having grown up in the 70s, I teased Surya how on earth “Krishi Darshan” can make for compelling viewing. Surya, who I must state by way of disclaimer is an old colleague and an indulgent friend, filled me with optimism. “Ye aisawaisa channel nahin hai, Sa-ar!”

“Our graphics, our packaging, and our content will be second to none. Dozens of youth are crafting each and every aspect. Our tie ups range from IARI to the Met Department to the national commodity exchange. Our weatherman won’t be vague like private channels (Surya named two, but I’ll let that pass!). We will give you tips on when to cut your wheat depending on which variety you’ve sown. And when our expert agro-meteorologist feels otherwise, we’d tell you to ignore the hail storm because the wheat will be up and about three days later. Why just rice and wheat, we’ll also talk of strawberries. And if it is rabbit farming that you fancy, watch out for DD Kisan!”

For context, Surya went on to explain how the Rs100 crore allotted by Finance Minister Arun Jaitley in his maiden Budget for the project may even have lapsed. But he and CEO Jawhar Sarkar bit the bullet to hire equipment because outright purchases were a recipe for delay. The next idea is to dub content for India’s plethora of languages - at least an hour of DD Kisan will be presented in regional languages.

“But we have Dish TV and Tata Sky,” I persisted, aiming to ward off the chairman from having to watch the channel and report my feedback. No such luck - Surya has it sorted out. There’s a whip, which the Government has powers to crack, that DD Kisan be carried by all private platforms! Before we signed off, I wanted to remind Surya that he’s only the Chairman - is it really his job to be waltzing between scientific partners in Pune and edit bays in Mandi House? But I didn’t. We had spoken to this an entire afternoon boosting social media prowess of the National Broadcaster.

“Sa-ar, all my life I’ve been the last man to leave office. If they wanted the Chairman Prasar Bharti to remain an ornamental office, they chose the wrong guy,” he had stated with a smile. Our public undertakings aren’t often known for hands-on leaders. But this week I received an inspiring email from DV Kapur, the man who created NTPC in the mid 70s. All of 86, Kapur felt the need to capture what’s hardly known about this great institution. I am so glad he did.

The advance copy of Kapur’s book (#DVKapurBook) rewinds to just the sort of excitement that Surya displays at Prasar Bharti. Ask him about sitting in a single room in Shram Shakti Bhawan and dialing bureaucrats and bankers, having to pose as one’s own secretary because no one would believe that a PSU chairman would be calling on his own! Then innovating around a rule that barred unmarried officers to be allotted BHEL bungalows! Here, all Kapur did was to declare the bungalow into a hostel! There’s more about giving variable incentives to performers. And not before attracting a whole cadre of youth who today head several engineering companies.

To those still wondering what could be common between two chairmen of public undertakings separated by 40 years - my reply is self belief. “Stop whining and get going,” they seem to say to those still frozen with the fear of the three dreaded Cs: CBI, CAG, CVC.Tail Piece: My friends in The Economist have said that India is led by a “one-man band.” They have also printed a mutilated map of India, and then complained India has imposed “censorship” by blackening the offending map. Wish they took note of India’s law on the subject as also econocrats and PSU leaders who defy their lazy generalizations. But as some editors rebuked the newspaper on my Facebook, do the likes of Kapur and Surya even care?!
