Obituary- आकाशवाणी उस्मानाबाद के एम टी एफ कर्मचारी नवनाथ शेंडगे का दुःखद निधन

आकाशवाणी उस्मानाबाद के एम टी एफ कर्मचारी नवनाथ दौलत शेंडगे का बीमारी के बाद (30.01.2016 को )अस्पताल में निधन हुआ। वे ५६ के साल के थे। उनके पीछे ३ विवाहित कन्या और दो बेटे है।

प्रसार भारती परिवार प्रार्थना करता है की ईश्वर उनके आत्मा को शांति दे और उनके शोकाकुल परिवार को इस संकट की घडी को सामना करने की शक्ति प्रदान करे।

January is the month of cultural events. The annual cultural fest & Prize distribution ceremony of Milan Bharti was organized at VBS Mumbai. Milan Bharti club of Vividh Bharti organises various sports, social and cultural activities for its members .In this course of events firstly Satyanarayan Pooja was performed & which was followed by lunch & cultural programmes.

All the staff members were in traditional outfit. The highlights of programme were group dance, solo dance, duet & solo songs by staff members. The event was an effort to remember & contribute to our culture and celebrate the event with great enthusiasm and gusto. Photos were clicked to cherish the memories of the day.

Prizes of sports categories were presented by Smt Rupali Rupak,Station Director & Shri K C Soni,DDE.The programme was conducted by Yunus Khan Announcer & Coordinated and managed by Sh Vijay Deepak Chibber,PEX,Smt Kalpana Shetty,PEX & Smt Vandana Thakur,SEA & Members of Milan Bharati Club.

TRAI releases consultation paper on tariff issues for TV services

The Telecom Regulatory Authority of India (TRAI) has issued its latest consultation paper on tariff issues related to television services. The regulator has also invited comments and counter-comments on the Consultation Paper from stakeholders by 4 March and 18 March, 2016 respectively. From the state-owned Doordarshan (DD) to cable and satellite television to advanced delivery platforms like direct-to-home (DTH), Headend-in-the-Sky (HITS), Over-the-Top (OTT) and Internet Protocol Television (IPTV), television has come a long way since DD first beamed its signals in India in 1959. The evolution of the broadcast industry has been driven largely by satellite TV distribution business and unorganised growth of cable TV. The growth of multiple digital addressable platforms will inevitably lead to a sunset of analog cable TV system in the country. This sheer number and diversity of platforms delivering digital TV signals in an increasingly converged scenario requires an overhaul of the tariff regulatory framework.

TRAI said that in order to cater to innovative growth while protecting the interests of the stakeholders across the value chain, there is a need to institute a consolidated technology neutral regulatory framework for digital addressable systems. “This consultation is an attempt to create an enabling environment for growth of the sector in the light of various developments related to technology, emergence of multiple distribution platforms, evolving business models, and enhanced addressability across platforms. The consultation process also looks at futuristic issues and emerging challenges,” the Authority said. In view of the emerging trends in the TV broadcasting sector and changing consumption patterns of the consumers, TRAI said that there was a need to examine the tariff dispensation in a holistic manner.
TRAI listed the objectives of current consultation as below:
1) To carry out a review of existing tariff arrangements and developing a Comprehensive Tariff Structure for Addressable TV Distribution of “TV Broadcasting Services” across Digital Broadcasting Delivery Platforms (DTH/ Cable TV/ HITS/ IPTV) at wholesale and retail level.
2) To ensure that the tariff structure is simplified and rationalised so as to ensure transparency and equity across the value chain.
3) To reduce the incidence of disputes amongst stakeholders across the value chain encouraging healthy growth in the sector.
4) To ensure that subscribers have adequate choice in the broadcast TV services while they are also protected against irrational tariff structures and price hikes.
5) To encourage the investment in the TV sector
6) To encourage production of good quality content across different genres.

1) Tariff models at wholesale and retail levels
2) Channel pricing mechanism and methodologies
3) Issues related to Niche Channels
4) Pricing of High Definition (HD) channels
5) Ease of channel or bouquet subscription
6) Channel visibility on Electronic Program Guide (EPG)
7) Pay-per-program viewing and tariff options
8) Variants of channels
9) Carriage, Placement and Marketing fees.

Homage to Mahatma Gandhi

As the country pays homage to Mahatma Gandhi on his 68th anniversary, the staff of AIR Panaji (Goa) observed two minutes of silence at 11.00 am on Saturday.Two minutes silence was also observed on transmission of AIR Panaji.

Vinaya Mehendale,Senior Announcer of All India Radio Pune, retires on 31/1/2016

Smt Vinaya Pramod Mehendale, Senior Announcer  of All India Radio is going to retire on super annuation ,on 31st January,2016. She started her career as a casual News reader in 1976 .In January 1983 she was joined as a regular Announcer at All India Radio Pune. Apart from performing duty for transmission , She has independently worked in various program section like Talk Section ,Ladies , Industrial worker and youth program .

Good voice quality,dedication and commitment to work are the qualities which helped her to make her identity as Popular Akashvani Announcer.

Shri V Vijaya Kumar, PEX, DDK Hyderabad Retires on 31.01.2016.

Shri V Vijaya Kumar, Programme Executive, Doordarshan Kendra, Hyderabad is retiring on superannuation on 31st January, 2016. He was appointed as General Assistant on 01.07.1977.  Promoted and appointed as Transmission Executive on 27.06.1994 and Promoted to the post of Programme Executive w e f 29.11.2013.

He got a very good track record thought his service. Very sincere, hard working & Service minded.  He earned good record especially in Coverage of Sports events, like Inter College, Interstate, National and international. Very active in his duties he was appreciated by all the Programme Heads during his entire service.

All the staff of Doordarshan Kendra, Hyderabad and Prasar Bharati Parivar wishes him a healthy and peaceful retirement life. May god bless him.

Shri Gulaganappa M. Onkaraj, MTS, after serving All India Radio, Dharwad for more than 37 years, will be retiring on superannuation on 31st January, 2016. He is very popular in AIR, Dharwad and willing to do the work allotted to him.

DD may have a channel for documentaries, says minister

The 14th edition of Mumbai International Festival for Documentary, Short and Animation Films (MIFF 2016) was inaugurated by the Maharashtra Chief Minister Devendra Fadnavis and Union Minister of State for Information & Broadcasting Rajyavardhan Rathore here today.Veteran film-maker Shyam Benegal was also present.Speaking on the occasion, Rathore said, "Digital technology has ushered in a new era in film making and is greatly contributing to the documentary film movement."

The Government would consider making one of the Doordarshan Channels, perhaps DD Bharati, a platform to promote documentary films, he added."It is heartening to note that our film makers, despite great financial hurdles, have gone ahead and made excellent films, displaying a mature approach while dealing with social and economic issues. Such films should not remain unseen," he said.The minister asserted that the Government has no interest in curbing the creativity of film makers.

Chief Minister Fadnavis in his speech announced that the state government was ready to allot land in the Film City here for a national institute of animation and short films.MIFF brand ambassador Jackie Shroff said, "Documentary films are close to my heart, I want to make a documentary film tracing my mother's journey from Turkmenistan to India."Veteran wildlife film maker Naresh Bedi was honoured with V Shantaram Life Time Achievement Award on this occasion. It comprises a trophy, shawl and cash prize of Rs 5 lakh.

Bedi, an FTII graduate, is the first Asian to receive the prestigious Wildscreen Red Panda award. His films have been shown'on National Geographic, Discovery Channel, BBC, etc. His film 'Cherub of the Mist' is the opening film of MIFF.

The ‘ISI mark’ of musicians

All India Radio is the only organisation that officially grades artistes after a strict examination. Starting with B-Grade, AIR grades artistes into five categories. Those who stay in A-Grade for more than 30 years are elevated to the grade of a national artiste.“AIR grade is the only official stamp of approval that adds value to one’s CV as everyone knows that one has to train scrupulously for the B-Grade examination,” says M.S. Sheela, a senior vocalist and national artiste.

Vocalist Triveni Saralaya, an A-Grade artiste, says, “Added to this is the process of getting an entry point with a B-Grade, which can often prove to be long and drawn-out. For musicians, AIR grades are like ISI marks!”

Joined as a Production Assistant at DDK, Cuttack on 14.05.1984, Shri Sarangi was transferred to DDK , Bhubaneswar when the Kendra was shifted from Cuttack to Bhubaneswar in November’1992. He got promotion to the post of Programme Executive on 24.11.2003 while serving at DDK, Bhubaneswar and was posted at DDK, Shillong . He got Doordarshan Annual Award for his Documentary “ANWESANA” based on the Biography of eminent Odia Novelist Byasa Kavi Fakir Mohan Senapati while working at DDK, Bhubaneswar. Again he was transferred to DDK, Bhubaneswar in July’2007. He served DDK, Shillong for a second time during 2011-2014 and from 2014, he is serving at DDK, Bhubaneswar. Shri Sarangi has successfully worked in different sections like Folk/Tribal Dance, Odissi Dance, Drama, Krushi Darshan and Health series Kantha Kahe Kahani. Shri Sarangi has served Doordarshan over a period of 31 years in different capacities and has shown his commitment and dedication to his work. He is a disciplined and hardworking employee of the organisation.

An amazing resource from the IFRC on Disaster Resilience - 42 short articles

An interactive documentary from World Radio Day partner, the International Federation of the Red Cross (IFRC) that examines how individuals, communities and countries can become disaster resilient.

The Journal is serialized as a set of 42 short articles, released one a day via social media networks, blogs and word of mouth. Each article is associated with a general theme: what are the issues that at-risk communities face; what steps are they taking to prepare for disasters and become more resilient; what does their resilience mean and look like? Articles can take the form of photo or video essays, interviews, games or quizzes, each with the aim of educating the audience about resilience through example and illustration. Viewers are then asked to contribute their own stories of resilience.

नेताजी का अमूल्य योगदान इतिहासकारों का मोहताज नहीं

नेताजी सुभाषचन्द्र बोस महात्मा गांधी, जवाहरलाल नेहरू की तरह हमारे स्वतंत्रता आंदोलन के पहली पंक्ति के नेता थे। पर अपने आप को भारत माता पर उत्सर्ग करने की आतुरता में उनकी तुलना शहीद भगत सिंह जैसे वीरों से ही की जा सकती है। उनका नाम सुनते ही हमारे अंदर जिस तरह का जोश और स्फूर्ति जगती है वह विलक्षण है। 1941 के जनवरी महीने में नेताजी द्वारा अपनी मातृभूमि को छोड़ने की तुलना महात्मा बुद्ध के महाभिनिष्क्रमण से की जा सकती है। यह एक ऐसी यात्रा थी जिसमें अंततः उनकी जान चली गयी। पर यह कितनी बहादुरी की बात थी इसका अंदाजा लगाना सरल नहीं है। आधी रात में अंग्रेजी शासन की गिद्ध दृष्टि के बचकर उन्होंने कलकत्ता से पेशावर तक की यात्रा की और वहाँ से भारत से बाहर निकल गए। यह अत्यंत जोखिम भरी यात्रा थी।  कई देशों से होते हुए नेताजी सिंगापुर पहुंचे जहाँ उन्होंने भारत की आजादी के लिए आजाद हिन्द फ़ौज की स्थापना की।

नेताजी ने भारत से बाहर रह रहे भारतीयों में आजादी की लड़ाई के लिए ऐसा जोश भरा कि सभी अप्रवासी भारतीय इकट्ठे हो गए और जी-जान से लड़ाई के मैदान में कूद पड़े। उनके नेतृत्व में जो सांप्रदायिक सद्भाव कायम हुआ वह आश्चर्यजनक रूप से काबिलेतारीफ था।  यह सद्भाव महात्मा गांधी द्वारा किये गए प्रयास से कहीं अधिक सफल था। उनकी नेतृत्व क्षमता बेमिसाल थी। उन्होंने सिंगापुर में भारत की स्वतंत्र सरकार बनाई जो वाकई एक सरकार की तरह कार्यरत थी।  कई देशों से मदद लेकर उनके नेतृत्व में आजाद हिन्द फ़ौज ने भारत को आजाद करने के लिए भारत पर हमला किया। इसमें उन्हें आंशिक सफलता भी मिली।  अंडमान-निकोबार को उनकी फ़ौज ने जीत लिया और पूरे देश की आजादी से पहले ही  वहाँ के लोगों ने आजादी का पहला स्वाद चखा।

1941 से 1945 तक उन्होंने जैसी वीरता, नेतृत्व क्षमता, शौर्य और पराक्रम का उदाहरण पेश किया वह सारे विश्व के इतिहास में प्रेरणा दायक है। अगस्त  1945 में उनकी असामयिक मृत्यु हो गयी इसलिए यह कहना कठिन है कि इतिहास की गति को वह कैसे प्रभावित करते।  पर इतना तो स्पष्ट है कि आजाद हिन्द फ़ौज के हमलों ने अंग्रेज सरकार की चूलें हिला दीं। देश में 1942 के  बाद  से कोई बड़ा आंदोलन नहीं हुआ था।  लेकिन उनके हमले और बाद में अंग्रेजों द्वारा पकड़े गए आजाद हिन्द फौजियों के खिलाफ चलाये गए मुकदमों ने ऐसा माहौल तैयार किया जिसका असर अंग्रेजों के अधीन काम कर रही सेना पर पड़ा जिसने विद्रोह कर दिया। 1947 में ही अंग्रेजों ने भारत क्यों छोड़ा इस प्रश्न पर क्लेमेंट एटली ने उत्तर दिया था कि जब भारतीय सेना ने  विद्रोह  कर दिया तब हमें भारत छोड़ना पड़ा। दरअसल सेना अंग्रेजी सरकार का आखिरी सम्बल थी।  जब उसने ही साथ छोड़  दिया तो अंग्रेजों के लिए शासन करना लगभग असंभव था।  
इतने महती योगदान के बावजूद उन्हें इतिहासकारों ने अपेक्षित सम्मान नहीं दिया। उन्हें फासिस्टों का साथ देनेवाला और राष्ट्रीय आंदोलन के स्थान पर बंगाल या कलकत्ता की राजनीति करने वाला कहा गया। इसी तरह शहीद भगत सिंह पर भी अनर्गल आरोप लगाए गए और उन्हें आंतकवादी कहा गया। पर देश की आजादी के लिए जैसा त्याग और बलिदान इन दोनों ने किया उसी का परिणाम है देश कि के जन-जन  के ह्रदय में जैसा भाव इनके लिए है वह दुर्लभ है। देश की आत्मा को जगाने के लिए जब भी भारत के वीरों की चर्चा होगी तब इन दोनों के नाम सबसे ऊपर रहेंगे।
नेताजी ने जो सरकार बनाई थी उससे यह साबित नहीं होता है कि वह तानाशाह होते।  ही जर्मनी तथा जापान के साथ उनकी बातचीत से कहीं ऐसा जाहिर होता है कि उन्होंने राष्ट्रीय स्वाभिमान या हित से कोई समझौता किया हो। इसके उलटे हमें तो यह दिखता है कि उनके नेतृत्व में सांप्रदायिक सद्भाव पनपा और कायम हुआ, महिलाओं की सक्रिय भागीदारी बढ़ी, देश की आजादी की लड़ाई को गति मिली जिससे हमें अंततः आजादी मिली और दक्षिण-पूर्व एशिया के देशों से हमारा संबंध बना।  इस संबंध को यदि कालांतर में नजरअंदाज नहीं किया गया होता तो शायद हमें एक आर्थिक ताकत बनने में और भी मदद मिली होती। नेताजी ने एक संपर्क भाषा के रूप में हिंदी के महत्त्व को बखूबी समझा था और इसका जितना प्रयोग और वकालत उन्होंने की थी वह अतुलनीय है।
इसलिए  उनकी  शौर्य  गाथा  इतिहासकारों  की  मोहताज  नहीं  है  क्योंकि  समय  पर  उनके    छोड़े  निशान  इतने  गहरे  हैं  कि  उन्हें भले  इतिहासकार  देखें  या    देखें देश के जन जन   अवश्य देखते  हैं।
